Flag display rules in the diplomatic community according to 1961 Vienna convention.

During periods of mourning in any country, it is the general practice to half-masting of national flags in any diplomatic community. Usually the host government’s Minister will formally inform the diplomatic community that they intend to invoke a period of mourning and they ask the community if they would consider to fly their flags at half mast for this period. The majority of the community usually cooperate with these favors. If a leader of a mission’s country dies, the same mission follows the same mourning practices as back home. It is up to other nations to decide whether of not to follow the practice.
